CHAPTER ONE:
INTRODUCTION
1.1 BACKGROUND OF THE STUDY
The establishment and continuous existence of organization through the realization of set goals and objectives requires the continuous and effective functioning of its material input with the human element being indispensable. However, the human elements required to facilitate goals attainment often engage in disagreement and variance over factors such as interest, views, style of management among others. The reactionary effect is due to the perceived incompatibilities resulting typically from some form of interference or opposition is term conflict.
Azamosa (2004) observed that conflicts involve the total range of behaviours and attitudes that is in opposition between owners/managers on the one hand and working people on the other. It is a state of disagreement over issues of substance or emotional antagonism and may arise due to anger, mistrust or personality clashes. Irrespective of the factors resulting in conflict, it has been observed that industrial conflicts produce considerable effects on organisations and should be consciously managed as much as possible.
For people to progress at work and other aspect of life, there must be cooperation, which is essential to ensure task attainment and stability in life. However, it would be wrong to reach the conclusion that cooperation is good while conflict is bad, this is because both concepts are pervasive and co-exist in our social life. Conflict is inevitable given the wide range of goals for the different stakeholder in the organization and its absence signifies management emphasizes conformity and stifles innovation.
Rahim (2001) opined that conflict might be interpersonal or inter group with Interpersonal conflicts occurring between a supervisor and his subordinate or between two individuals at the same level of the organizational hierarchy. Inter group conflicts often occur between two trade unions, between two departments or between management and workers while attempting to implement the policies and programme of the organization
Hence, this paper reviews the sources, types, causes and consequential effect of conflict and its effective management on corporate productivity with the aim of suggesting a valid, objective and transferable conclusion to the banking industry using Bokkos Local Government as a case study.
1.2 STATEMENT OF THE PROBLEM
This research work aim at finding out what really brings about conflict and its effect or organizational productivity, most especially with a popular references to Bokkos Local Government Council Jos. Problems such as:
- Disagreement between management and workers: This is a situation where both management and workers will disagree on certain things.
- Lack of information: Lack of information comes from a variety of culprits, such as not knowing how to use email properly or knowing how to read a report given correctly.
- Excessive use of powers from management: Because the management are the executive officers, they feel that any order coming from them must be accepted by the workers at the bottom.
- Shady deals among employees: Every employee should have a job specification and if it is not clear, there will be clashes that may result to conflict on their job.
- Leadership style: The leadership style, which the management will adopt, must be forth interest of all.
1.3 RESEARCH QUESTION
The research question for this study includes:
- Has there been any kind of conflict between management and employees in Bokkos Local Government Council?
- Has there been any mutual co-operation between management and employees towards goal attainment?
- Does conflict lead to positive changes in Bokkos Local Government Council?
- Has there been any excessive use of power by the management to resolve conflict in Bokkos Local Government Council?
- Does Bokkos Local Government Council have what it takes to pass information to all staff in diffusing tension?
1.4 OBJECTIVE OF THE STUDY
This research work is aim at examining conflict and organizational productivity in Bokkos Local Government Council with the aim of improving it. The followings are the objectives of the organization.
- To find out whether there has been any kind of conflict within the organization.
- To find out the sources of conflict that has been taken place in the organization.
- To find out if there is any mutual understanding between management and employees.
- To find out whether the working environment is conducive for the employees.
- To find out if the organization meet up with the need and aspiration of its employees.
- To find out how management can work effectively in resolving any conflict for productivity of the organization.
1.5 SIGNIFICANCE OF THE STUDY
This research work will open doors for further research in the future: It will help any personwho want to research further on this topic.
It will help Bokkos Local Government Council and other organization who may use the findings of this research work to manage conflict in their various organization: This research work when strictly apply in an organization it will help in managing conflict and to improve the organization productivity.
1.6 SCOPE OF THE STUDY
This research work focuses o conflict management and organizational productivity of Bokkos Local Government Council of Plateau State from the period of 2010 to 2013.
1.7 LIMITATION OF THE STUDY
This research limited by both time and financial constrants. Time could not allow us to extend the scope of the study to other extents.
Financial constrainted is another problem that we faced during the research. The inability for the researchers to lay hands on the require element material on the subject matter of the study.
1.8 METHODOLOGY OF THE STUDY
The methodology of the study is simply a comprehensive exposition of the methods and various techniques applied in data collection for a research as well as the actual conduct of the research. Methodlogy means the method and instrument that are to be adopted to carry out a research for the purpose of this study.
The various method, research method will be adopted like Targeted of population, Sample Size, Sampling Techniques, Method of Data Collection, Method of Data Presentation and Analysis.
1.8.3 METHOD OF DATA COLLECTION
Data collection for this study is based on two sources; Primary source and secondary source.
PRIMARY SOURCE OF DATA COLLECTION
Primary source of data for the study include; Personal interview and questionaire administration, these two sources enable information to be gather directly from respondents on the concept under study.
- Personal Interview:
In order to obtain relevant information that aid in ariving at solution to the stated research problem, a one-on-one interview will be conducted with respondents from them to enable the researchers obtain a verbal representation from the respondents.
- Questionaire Administration:
To obtain information, which may be obtainable through personal interviews, questionaire will be formulated and distributed to respondents. The questionaire are filled by respondents and returned. Analysis will be made based on the information (answers) that are supply in the questionaire.
Questionaire administration enables the researchers to have written and documented data directly provided by the respondents.
SECONDARY SOURCE OF DATA COLLECTION
Secondary source of data are existing data collection by someone else or an agency used by another person or agency.
They are mainly second hand information that could aid in the research. In a research such as this, the primary data collections rarely have all the sufficient information and must be augumented by the use of information drawn from secondary source.
Include in this research work are information from secondary source gotten from relevant textbooks, Journals, as well papers presented by various scholars (which are yet to be published).
1.8.4 INSTRUMENTS FOR DATA PRESENTATION AND ANALYSIS
Many student and lecturer present this method this method to collect and present data for analysis. Therefore, we need to know about it also. The instruments for data presentation and analysis, the researchers will use tabular form in presenting the data collected from the respondents of the case study. The tubes will have variances and member of respondents.
DATA ANALYSIS
These techniques will be used interpreting and analyzing data so required. For the purpose of this study, likest method will be based in analyzing data from the respondents, which is show below:

1.9 DEFINITION OF TERMS
Conflict: Is a situation in which people group or countries are involved in a serious disagreement.
Conflict: Is the process in which one party perceives that its interests are being opposed or negatively affected by another party.

Conflict Management: Is the process of limiting the negative aspects of conflict while increasing the positive aspects of conflicts.
Conflict Management: It minimizes the negative outcomes of conflict and promotes the positive outcomes of conflict with the goal of improving learning in an organization.
Organizational Conflict: Is a state of discord caused by the actual or perceived opposition of needs, values and interests between people working together.
Management: Is the act of running and controlling a business or similar organization.
Management: Is seen as a collective noun referring to a certain group of people within an organization.
Management: Is a process of performing certain or specific functions to run an organization.
Management: Is the process of combining and utilizing or allocating organizations inputs (men, material and money) by planning, organizing, directing and controlling for the purpose of producing outputs (goods and service or whatever the objective are) desired by the customers so that the organizational objective are accomplished.

Productivity: This rate at which a company or country makes goods usually judged in connection with the number of people and the amount of material necessary to produce the goods.

Local Government: Is any form of administration that is found at the grassroot level with the primary objective of intergrating the rural populated into decision-making process of the state.
Local Government: Is the third tier of government that is closed to the people at the grassroot level for goods and services.
